Thomas R. Gibbons is a Principal in the Hartford, Connecticut, office of Jackson Lewis P.C. He joined Jackson Lewis after more than 15 years with the National Labor Relations Board, serving in the Baltimore, New Orleans, Newark, and Hartford Regional Offices.

Mr. Gibbons's career with the Labor Board began as a law clerk and advanced through Field Attorney, Trial Specialist and finally Supervisory Attorney. While with the NLRB, he investigated unfair labor practice charges, conducted representation case hearings, wrote decisions and directions of elections, and tried over 50 unfair labor practice cases. He also represented the Board in Section 10(l) and 10(j) proceedings in United States District Courts in Louisiana, New Jersey and Connecticut.

As a Supervisory Attorney in the Hartford Regional Office, Mr. Gibbons directly supervised the Field Attorneys in Region 34, covering all of Connecticut. He directed their investigations and trained them to present unfair labor practice trials and do injunctive work. He also participated in Regional agendas determining whether Complaints should issue in unfair labor practice charges. While with the NLRB, Mr. Gibbons was an Instructor at the General Counsel’s National Trial Advocacy program and was awarded the General Counsel’s Certificate for Outstanding Performance three times.

Since joining Jackson Lewis, Mr. Gibbons has represented employers in the full range of labor relations issues. He has advised companies in union avoidance campaigns and representation matters, including pre- and post-election hearings. He has represented many employers in unfair labor practice investigations and has defended employers in numerous unfair labor practice trials. Mr. Gibbons has also appeared in District Court and before the Circuit Court of Appeals defending clients against Section 10(j) injunction petitions.

Mr. Gibbons has extensive experience representing employers in various industries in collective bargaining negotiations. He has been the spokesperson at the bargaining table as well as providing behind the scenes counseling. He has developed strategies that have resulted in favorable contracts and has also advised clients on successfully dealing with strikes.

Mr. Gibbons has represented employers in arbitrations dealing with a wide range of discipline and interpretation issues. He has presented cases before the American Arbitration Association, Federal Mediation and Conciliation Service and privately agreed upon arbitrators dealing with various issues including substantive and procedural arbitrability, workplace violence and sabotage.
