Occupational Safety and Health Review Commissioner Heather MacDougall Nominated for Second Term

President Donald Trump has nominated Heather L. MacDougall, current Acting Chairman of the Occupational Safety and Health Review Commission, to continue as a Commissioner for a second term.

The three-person Commission, an independent federal agency, is the final stop for administrative appeal of Occupational Safety and Health Administration citations or penalties.

MacDougall was appointed Acting Chairman of the Commission by Trump on January 23, 2017, to replace Cynthia Attwood. Attwood remains a member. MacDougall was sworn in as a Commissioner on April 2, 2014, for a term that expires on April 27, 2017. She was nominated by President Barack Obama on November 21, 2013, and was confirmed unanimously by the Senate on March 12, 2014. The third seat on the Commission has been empty since April 2015, when former Chairman Thomasina V. Rogers retired after more than 16 years.

Prior to her appointment to the Commission, over the past 20 years, MacDougall represented employers in matters involving labor, employment, and occupational safety and health law, most recently with Akerman LLP in West Palm Beach, Florida. In addition, she previously served as Chief Legal Counsel & Special Advisor to Chairman W. Scott Railton of the OSHRC.
