The U.S. Department of Labor recently issued its long-awaited final rule interpreting various provisions of the Davis-Bacon and Related Acts (DBRA). The rule, scheduled to take effect October 23, 2023, significantly changes the basis for establishing prevailing wage rates, provides guidance about several important compliance issues, and expands the scope of administrative enforcement including debarment on federal and federally assisted construction projects.
