William Rocha
William (“Bill”) Rocha is of counsel in the Hartford, Connecticut, office of Jackson Lewis P.C. He is a seasoned legal executive with more than twenty years of experience advising complex organizations on employment law, litigation strategy, and compliance. His background spans both law‑firm and in‑house roles. After clerking for the Honorable Raymond Jackson of the U.S. District Court for the Eastern District of Virginia, Bill began his career at national law firms, where he spent nearly a decade sharpening his litigation, client‑counseling, and dispute‑resolution skills before transitioning in‑house.
In corporate roles, Bill gained extensive hands‑on experience navigating the full spectrum of employment issues. He served as both General Counsel and V.P. of Human Resources for a food manufacturing company and later oversaw litigation and employment legal matters for one of the largest parking and mobility companies in North America. In this last position, he partnered closely with HR leaders nationwide to address wage‑and‑hour compliance, discrimination claims, policy development, investigations, and sensitive employee‑relations matters. His ability to assess risk, streamline processes, and align legal strategy with business objectives contributed directly to organizational growth and operational efficiency.
Bill’s prior service as a General Counsel gives him a unique viewpoint on how legal advice informs business decision‑making. This experience enables him to act as a practical, trusted advisor to C‑Suites, executive boards, and senior leadership teams.
A skilled litigator, Bill delivers creative, business‑focused solutions to complex challenges. He helps clients anticipate and navigate the legal risks that arise in everyday operations. His practice includes drafting employee handbooks and HR policies; advising on non‑competes, terminations, and discrimination matters; preparing employment and severance agreements; internal investigations; and guiding clients on emerging employment regulations. Bill emphasizes preventive counseling to help clients identify risks early and make informed business decisions. When litigation occurs, he defends employers in discrimination matters in court and before administrative agencies.
Outside of work, Bill and his wife stay busy raising their three children. He enjoys playing golf, cheering at his son’s college Track & Field meets, experimenting with guitar, and spending time on the slopes—preferably on a snowboard.
