Philip A. Scarborough
Philip A. Scarborough is of counsel in the Sacramento, California, office of Jackson Lewis P.C. Over nearly 20 years of litigation experience, Phil brings a practical approach to defending clients and obtaining successful and efficient results.
Prior to joining Jackson Lewis, Phil served for nearly eight years as an Assistant United States Attorney in the Civil Defense Unit of the United States Attorney's Office for the Eastern District of California. In this capacity, Phil successfully defended federal agencies in numerous employment actions in federal court, including obtaining defense verdicts after complete jury trials, defending results on appeal, resolving cases through motion practice, and negotiating settlements.
Before joining the U.S. Attorney's Office, Phil practiced law at a large national law firm where his practice included defending class actions and single-plaintiff employment cases in state and federal court.
Phil served as a law clerk to the Honorable Jay S. Bybee on the United States Court of Appeals for the Ninth Circuit. He is active in the federal bar in the Sacramento area, including serving as a member of the Local Rules Committee for the United States District Court for the Eastern District of California as well as a member of the board for the Sacramento Chapter of the Federal Bar Association.
