Stuart Claire is a Senior Director of eDiscovery Attorney in the Philadelphia, Pennsylvania, office of Jackson Lewis P.C. As the leader of the eDiscovery team at Jackson Lewis, Stuart's practice combines deep technical fluency, litigation insight, and subject-matter expertise to guide clients through all aspects of the eDiscovery lifecycle. Stuart counsels organizations on achieving the right balance between proportionality, preservation, and cost-efficiency while maintaining defensibility in increasingly complex regulatory and litigation matters. 

A trusted consultant and strategist, Stuart designs and implements defensible and repeatable discovery workflows that align with each client’s data environment, risk profile, and discovery obligations. His experience spans all phases of eDiscovery, from creating proportional and effective preservation plans and overseeing defensible data collection and forensics to leveraging analytics, artificial intelligence, and technology-assisted review to increase accuracy and reduce cost. Stuart also counsels clients on “meet and confer” obligations, negotiates ESI protocols, and develops offensive discovery strategies to expose potential discovery abuses and ensure fairness in litigation. 

Stuart is recognized for his collaborative and proactive leadership style. He partners closely with firm attorneys and clients to develop tailored, scalable eDiscovery programs for a broad range of complex matters, including trade secret misappropriation, discrimination, class action, and wage and hour disputes. He frequently works alongside senior executives, general counsel, and information technology professionals to craft strategies that integrate proportionality principles, defensible preservation, and advanced analytics, ensuring efficient, transparent, and legally sound discovery practices. 

Before joining Jackson Lewis, Stuart served as Senior Director at a global eDiscovery technology and services provider, where he advised corporations and law firms on implementing best-in-class eDiscovery technologies and workflows. He previously held leadership roles as Director of eDiscovery for an AmLaw 200 firm and as eDiscovery Manager for the U.S. Department of Justice, U.S. Attorneys’ Office for the Eastern District of Pennsylvania. In that role, Stuart chaired the Litigation Technology Subgroup of the Executive Office of the U.S. Attorneys’ E-Discovery Working Group, where he helped shape national eDiscovery recommendations, policies, and best practices for all ninety-four judicial districts. 

Earlier in his career, Stuart practiced environmental law, where he managed discovery databases supporting a multibillion-dollar subrogation recovery lawsuit seeking to hold individuals, entities, and nations accountable for financing Al-Qaeda and the September 11 terrorist attacks. His combined experience in law, technology, and litigation has made him a leading voice in defensible discovery strategy and proportional eDiscovery compliance. 

Before becoming an attorney, Stuart served as a firefighter and EMT, an experience that honed his ability to lead calmly under pressure, make decisive judgments in crisis situations, and think strategically in high-stakes environments.
