Ryan J. Soscia is an associate in the Tampa, Florida, office of Jackson Lewis P.C. His practice focuses on representing employers in workplace law matters, including preventive advice and counseling.
Ryan defends employers in actions involving employment discrimination and harassment, retaliation, whistleblower, leave law, and breach of contract claims before federal and state courts, administrative agencies, and arbitrators. He also defends clients against class action claims brought under the Fair Labor Standards Act (FLSA), Telephone Consumer Protection Act (TCPA) and the Florida Telephone Solicitation Act (FTSA).
Privacy and cybersecurity experience – Ryan also has extensive experience leading cybersecurity incident response investigations and regulatory enforcement matters, including for highly regulated clients in the financial services, insurance, healthcare, and energy sectors. His work includes guiding organizations through complex incident response workflows, such as coordinating multi state breach notification efforts, preparing consumer and regulatory communications, and managing vendor related data breach investigations.
Ryan advises clients on federal and state privacy and cybersecurity compliance, including HIPAA, National Association of Insurance Commissioners (NAIC) Insurance Data Security Model Law, and other industry‑specific security mandates. He has conducted nationwide analyses of data privacy and cybersecurity statutory and regulatory frameworks, and he assists clients in translating these requirements into practical and defensible risk management programs. This includes developing enterprise-wide risk assessments, drafting and refining internal and external policies related to data governance, artificial intelligence, and cybersecurity, and creating structured vendor assessment tools for technologies involving emerging data uses such as AI.
He also counsels organizations on proactive privacy and cybersecurity readiness, including incident response planning, vendor management program development, and ongoing compliance with the dynamic landscape of state-level data security and breach notification laws.
Prior to joining Jackson Lewis, Ryan practiced at a national general liability law firm in Tampa, where he represented admitted and non-admitted insurance carriers through all stages of litigation in Florida state courts.
During law school, Ryan was a distinguished writer, serving as editor-in-chief of the Journal of Land Use and Environmental Law, a top-10 environmental law journal in the nation, and as a staff editor for the Florida State University Law Review. He also competed in various national competitions as an advocate on Florida State’s Moot Court. Throughout law school, Ryan was a clerk for various employment and labor law firms and Fortune 500 companies.
